The invention claims a method for a transmission on an uplink scheduling request in a mobile communication system and device. Radio resource controlling node sets scheduling request used for retransmission and cyclically notifies the priority in downlink. When the scheduling request to be retransmitted in the highest priority level is lower than for scheduling request retransmission of the lowest priority is not retransmission scheduling request. Alternatively a radio resource controlling node request retransmission period (timer according to the scheduling priority level) and transmits the downlink period. After the initial transmission or retransmission scheduling request when the highest priority level comprises a scheduling request corresponding to a cycle (timer) expires before is not retransmission scheduling request.
