PURPOSE: A scheduling assign method for uplink packet transmitting is provided to transmit a buffer state of a priority queue, and to perform a scheduling process by using the transmitted buffer state of the priority queue, thereby reflecting a service quality during a base station control scheduling. CONSTITUTION: An MAC-eu(500) receives data to be transmitted to a node B from an MAC-d. The transmitted data is sent to a priority queue distribution unit(502) of the MAC-eu(500). The priority queue distribution unit(502) determines a priority for the data, and transmits the data to plural priority queues(504) according to the determined priority. Data having the same priorities are transmitted to the same priority queues(504). The priority queues(504) store the received data until resources are assigned from the node B.
