The present invention provides a method and apparatus for reporting a buffer state of a buffer storing packet data to be transmitted by a user terminal for a scheduling request of the uplink packet data service in a mobile communication system supporting an uplink packet data service. It starts. The terminal stores packet data having a corresponding priority in a plurality of priority queues having a unique priority and associated with at least one service, and a buffer state indicating an amount of packet data stored in the priority queues. The information is carried on the medium access control protocol data unit (MAC-e PDU) of the enhanced reverse dedicated channel (E-DCH) and transmitted. As an example, the terminal inserts the buffer state information into the header portion of the MAC-e PDU and inserts the packet data into the payload portion of the MAC-e PDU and transmits it.
