A method and system are disclosed for reducing signaling overhead during switching radio resource control (RRC) states. The method includes storing a selected RRC parameter in a memory of the first wireless device. The selected RRC parameter may be identified based on the frequency with which the selected RRC parameter changes. The first wireless device may set an RRC resource parameter maintenance timer that counts a maintenance duration for using the selected RRC parameter stored in the memory. The first wireless device may receive the reduced RRC connection message from the second wireless device. The reduced RRC connection message excludes the selected RRC parameter. The first wireless device may use the selected RRC parameters stored in the memory instead of the RRC parameters excluded in the reduced RRC connection message when the RRC resource parameter maintenance timer has not expired. The selected RRC parameter may be used in the RRC connection protocol.
