A method and system for reducing signaling overhead during radio resource control (RRC) state transition is disclosed. The method includes storing selected RRC parameters in a memory of a first wireless device. The selected RRC parameter is identified based on the changing frequency of the selected RRC parameter. The first wireless device may set an RRC resource parameter retention timer for counting retention periods that use the selected RRC parameter stored in memory. The first wireless device may receive a reduced RRC connection message from the second wireless device. The reduced RRC connection message excludes the selected RRC parameter. If the RRC resource parameter retention timer has not expired, the first wireless device uses the selected RRC parameter stored in memory for the RRC parameter excluded in the reduced RRC connection message. The selected RRC parameters may be used in the RRC connection protocol.
