A method and apparatus for radio link synchronization and power control in CELL FACH state and idle mode are disclosed. The wireless transmit / receive unit (WTRU) transmits a random access channel (RACH) preamble and indexes the acquisition indicator and enhanced dedicated channel (E-DCH) resources that acknowledge the RACH preamble over the acquisition indicator channel (AICH). Receive The WTRU determines the start of an E-DCH frame. The F-DPCH timing offset is defined in relation to one of the RACH access slot and the AICH access slot carrying the acquisition indicator. The relative F-DPCH timing offset may be signaled to the WTRU, and the WTRU may determine the start of the E-DCH frame based on the timing of the AICH access slot including the acquisition indicator and the relative F-DPCH timing offset. The WTRU may transmit a Dedicated Physical Control Channel (DPCCH) power control preamble before starting the E-DCH transmission.
