PROBLEM TO BE SOLVED: To provide a method and apparatus for radio link synchronization and power control in a CELL_FACH state and an idle mode.

SOLUTION: A method for radio link synchronization and power control in a CELL_FACH state and an idle mode includes: receiving a SIB (system information block) including an offset value; transmitting a RACH (random access channel) preamble and responding the RACH preamble to receive an acquisition indicator; receiving an F-DPCH (fractional dedicated channel) according to an F-DPCH reception starting time; transmitting a DPCCH (dedicated physical control channel) and an E-DCH (enhanced dedicated channel) after the reception of the F-DPCH; and transmitting the DPCCH according to a DPCCH transmission starting time the DPCCH transmission starting time and the F-DPCH reception starting time being offset by a predetermined offset.
