Base station 110 of wireless communication network 100 counts mobile stations 114 that receive broadcast content over a plurality of user channels. The base station broadcasts an identity of one or more broadcast content streams, and a repetition message for each stream, including a REGISTER (R) or DO NOT REGISTER (DNR) indicator (step 608). Mobile stations periodically recheck the content of this message (step 722). If the indicator is R for the broadcast content stream, the mobile station that the user has chosen to receive the broadcast content stream sends a registration message for that broadcast content stream to the base station (step 714). If the number of registered mobile stations reaches the prescribed number (step 612), the base station changes the indicator to DNR (step 614). If the indicator is a DNR for the broadcast content stream, the mobiles refrain from sending any registration message for that broadcast content stream (steps 712/716). The base station may initiate the recount by resetting the indicator to R (step 618).
