When the indicator is R for a broadcast content stream which the user has selected to receive the flow of the mobile station transmitted to the base station a registration message for that stream (714). when the registered number of mobile stations reaches (612) a specified number the base station changes the indicator to DNR (614). When the indicator is DNR for broadcast content stream mobile station (712/716) sending any registration message for that broadcast content stream. the base station by setting the indicator to R to establish re-counting (618).
