The present invention relates to closed loop rate control for transmitting data over multiple parallel channels. The inner loop estimates the channel state for the communication link and selects an appropriate data rate for each of the plurality of parallel channels based on the channel estimates. For each parallel channel, the received SNR is calculated based on the channel estimates, the operating SNR is calculated based on the received SNR and SNR offset for the parallel channel, and the data rate is the data supported by the wireless communication system. The selection is made based on the required SNR set in the rate set and the operating SNR for the parallel channel. The outer loop estimates the quality of data transmissions received over multiple parallel channels and controls the operation of the inner loop. For example, the SNR offset for the parallel channel is adjusted based on the state of packets received on the parallel channel.
