PROBLEM TO BE SOLVED: To mitigate inter-cell interference on physical downlink control channel (PDCCH) between neighboring base stations.

SOLUTION: A macro eNodeB base station and a low power (LP) eNodeB base station are linked together to communicate control channel data through an X2 interface. The eNodeB base stations receive control channel error information for neighboring base stations determine the requirement of relative control channel resources for each base station to attain predefined control channel quality and allocate the determined control channel resources to control channels between the base stations.
