A User Equipment (106), UE, configured to perform a Radio Link Monitoring, RLM, on a transmission of the Enhanced Downlink Control Physical Channel, EPDCCH, (210) in a Heterogeneous Network, HetNet, regardless the quality level of the Physical Channel of the Downlink Control, PDCCH, the UE being configured to: receive a transmission (108) of the Advanced Long Term Evolution, LTE-A, which includes the EPDCCH transmission from an Enhanced Node B ( 110), eNodeB; estimate the quality level of the EPDCCH transmission based on the Block Error Rate, BLER, of the EPDCCH transmission, when the BLER is determined by comparing the EPDCCH transmission with one of a hypothetical PDCCH transmission and a hypothetical EPDCCH transmission; initiate a timer (416) if the quality level is less than a first threshold (412) during a first specified number of consecutive periods of time, the timer being configured to expire after a specified period of time has elapsed; stop the timer if the quality level is greater than a second threshold (414) for a specified second number of consecutive time periods before the timer expires; and declare a Radio Link Failure, RLF, in response to the expiration of the timer without having stopped.
