The invention claims a generic access network and service realization method by using the generic access network said universal access network is used for connecting a universal IP network and the target network a universal access network controller which is used for providing interface function of the target network from the universal IP network to the user equipment said universal access network controller comprising: a user interface which is used for connecting the user device policy and charging control interface connected to the policy and charging control system which is used for triggering said universal IP network bearing establishing process. Using the invention it can guarantee the voice connectivity between universal IP network and a circuit domain.
