This invention claims a universal access network and a method for realizing service thereby said universal access network is used for connecting a universal IP network with an objective network and the universal access network comprises a universal access network controller used for providing the function of accessing in said objective network from the universal IP network to user equipment; said universal access network controller comprises a user interface used for connecting with said user equipment and a strategy and charging control interface connected with a strategy and charging control system and used for triggering the bearing building process of said universal IP network. The voice connection between universal IP network and a circuit domain is ensured by this invention.
