The embodiments of the present invention provide a method and an apparatus for network access relate to the field of communication technology and are used to solve the problem of access congestion while not adding the signaling load of the network. The method for network access includes: determining a service triggering time according to a predetermined triggering time randomization policy (101); at the determined service triggering time initiating by a terminal a random access request procedure (102). The method and apparatus provided by the embodiments of the present invention are suitable for all wireless communication systems.
