The invention discloses a downlink pilot frequency transmission method, device and system so as to solve the problem of different powers of OFDM (Orthogonal Frequency Division Multiplexing) symbols, caused by walsh codes. The transmission method comprises the following step of: transmitting dedicated pilot frequencies in a CDM (Code Division Multiplexing) mode or a combined mode of CDM and FDM (Frequency Division Multiplexing), wherein orthogonal sequences are configured for the dedicated pilot frequencies on resources for transmitting dedicated pilot frequencies according to set frequency domain granularity and rules, and the dedicated pilot frequencies in each frequency domain granularity adopt the same orthogonal sequence aggregate.
