The embodiment of the invention claims a public emergency broadcast system warning method system and device the method comprises: receiving a paging request message; when said calling request message comprises the partial message or notification message or the indication message; confirming to enter in the continuous receiving mode for continuously receiving the remained part of said first notification message; when said first notification message is completely received when retreating said continuous receiving mode or when to enter in the continuous receiving mode when starting the timer when the timer is overtime retreating said continuous receiving mode. In the invention the terminal in the received paging request message of a first notification message including partial message or indication it will enter in the continuous receiving mode but also capable of retreating the continuous receiving mode when necessary.
