The invention claims a method a system and a device for alarming via a public emergency broadcast system; the method comprises: receiving the calling request message; confirming to enter in the continuous receiving mode for continuously receiving the remained part of said first notification message when said calling request message comprises the partial message of the first notification message or the indication; retreating said continuous receiving mode when said first notification message is completely received; or starting a timer when entering in said continuous receiving mode; retreating said continuous receiving mode when the timer is timed out. A terminal can enter in the continuous receiving mode when receiving the partial message of the first notification message or the indication and can retreat the continuous receiving mode as required.
