The invention claims an IP multimedia subsystem (IMS) instant message transmitting method and device. comprising: the network receives the transmitted by the calling user to the called user of IMS instant message inquiring the current registration state of the called user if the called user is not currently registered on the IMS network while the called subscriber has registered the unregistered business; then the IMS instant message sent by the calling user sent on to a message application server; after the called user is registered to the IMS network the stored IMS instant message to the called user or transmits the IMS instant message into a corresponding format information of other network which present called user registered to the called user. The invention device comprises a message receiving module a message analyzing module and a message application server. The invention by storing and forwarding mechanism of the IMS message the IMS message can be transmitted to the called terminal.
