Provided are a short message signalling optimization method device and system.The short message signalling optimization method comprises: receiving a message sent by network equipment the message carrying a parameter representing the validity period of a short message sent to a user or indication information representing whether there is a need to add a record in the MWD of the user when the short message cannot be transmitted or transmission has failed; determining that the short message cannot be transmitted or short message transmission has failed and the value of the parameter is 0 or the indication information represents that it is not necessary to add a record in the MWD of the user when the short message cannot be transmitted or transmission has failed; and not adding a record in the short message waiting data (MWD) of the user the record comprising an identifier of a short message service centre for serving the user.Through the method provided in the embodiments of the present invention the additional signalling interaction brought about by notifying the short message service centre to re-transmit a short message is reduced.
