A method for optimizing the signaling of short messages, which is performed by the base location register, HLR or the home subscriber server, HSS, (1003) comprising: receiving (301) a message sent by a network device, wherein the message carries an indication information indicating whether a record needs to be added to the short messages waiting for data, MWD, from a user when a short message cannot be transmitted or fails to be transmitted, where the device network is a mobile gateway switching center for the short message service (1002), and the message is a short message routing request message (S402) or a short message transmission report message (S507); determine (303) that the short message cannot be transmitted or fails to be transmitted, and the indication information indicates that the record does not need to be added to the users MWD when the short message cannot be transmitted or fails to be transmitted; and skip (305) the addition of the record to the users MWD, wherein the record comprises an identifier of a service center for the short message service that serves the user.
