A method terminal and system for distributing and receiving neighboring cells information are disclosed in the present invention. By determining the manner for distributing the neighboring cells information on the network side depending on the situation a measure control message is sent to distribute the E-UTRAN neighboring cells information wherein the measure control message carries the indication information of the manner for distributing the E-UTRAN neighboring cells information. A terminal acquires the neighboring cells information on the basis of the information in the measure control message and reports a measurement report. Thus the technical scheme for distributing the neighboring cells information can be used flexibly and the idle load can be reduced effectively. The requirements for the type of measurement report can be satisfied.
