This invention claims a method terminal and system for issuing and receiving information about adjacent cell transmitting a measurement control message to issue E-UTRAN adjacent cell information through an adjacent cell information issuing mode determined by a network side according to the condition the measurement control message carrying indication information of the E-UTRAN adjacent information issuing mode and acquiring the adjacent cell information according to information in the measurement control message and reporting a measurement report by a terminal thereby flexibly applying the technical proposal of issuing adjacent cell information effectively reducing the burden of null port and meeting the requirement of the type of the measurement report.
