A method for establishing the dialog of the charge based on the packet data improves many types of establishing the dialog between the TPF and the CRF, for example, the dialog between the TPF and the CRF can be established for each bearer of each user, for GPRS, i.e. the state model of each PDP context of each user, a dialog between the TPF and the CRF can be established; or the dialog between the TPF and the CRF can establish a dialog between the TPF and the CRF for each user which has the same APN bearer; or the dialog between the TPF and the CRF can be established for all the bearer of each user. This invention can complete the dialog establishing mechanism to make the whole charging flow more completely. And this invention improves many dialog establishing modes between the TPF and the CRF, therefor can agilely select the dialog establishing mode based on the actual charging case.
