1. A method for completing the transmission of an enhanced dedicated channel (E-DCH) by a wireless transmit / receive device (WTRU), the method comprising the steps of: initiating transmission, via the WTRU, of scheduling information (SI) with zero common buffer status of the enhanced dedicated channel (E-DCH) (TEBS), provided that the WTRU buffer is empty; and release the E-DCH resource, provided that the buffer is empty. 2. The method of claim 1, wherein the inactivity timer is started when the buffer is empty. The method of claim 2, wherein the SI transmission is initiated when the inactivity timer expires. The method of claim 1, wherein the E-DCH transmission occurs provided that a response to the preamble transmitted by the WTRU is received on the E-DCH receipt channel (E-AICH). The method of claim 1, further comprising completing the E-DCH transmission in the event of cell reselection or radio link failure. The method of claim 1, further comprising determining that the last data transmission of the hybrid automatic repeat request (HARQ) is terminated by the WTRU. A wireless transmit / receive device (WTRU), comprising: a receiver; a transmitter and a processor configured to initiate transmission of scheduling information (SI) with a zero total enhanced dedicated channel (E-DCH) buffer state (TEBS), provided that the buffer is empty ; and freeing the E-DCH resource, provided that the buffer is empty. 8. The WTRU of claim 7, wherein the processor is further configured to start an inactivity timer when the buffer is empty. The WTRU of claim 8, wherein the SI transmission is initiated when the inactivity timer expires. WTRU according to claim 7, in which the E-DCH transmission occurs, provided that the channel indicating the receipt of the E-DCH
