1. A method for controlling the rate of voice services in a mobile communication system supporting voice services via a packet switching network, the method including the steps of:! receive a control message in the terminal from a radio network controller (RNC); ! if the control message indicates downlink speed control, determine the downlink speed according to the control message; ! setting the Change Mode Request (CMR) field of the uplink Voice over Internet Protocol (VoIP) packet according to the downlink speed, and transmitting the uplink VoIP packet from the terminal to the RNC; ! if the received control message indicates uplink speed control, determine the uplink speed according to the control message; and ! generating an uplink VoIP packet including uplink voice data generated according to the determined uplink speed and frame type (FT) information indicating the determined uplink speed, and transmitting the uplink VoIP packet from the terminal to RNC. ! 2. The method of claim 1, wherein the control message includes desired FT information associated with a downlink voice service rate. ! 3. The method of claim 1, wherein the control message includes desired FT information associated with an uplink voice service rate. ! 4.
