Described herein are methods for enabling wireless cellular operation in unlicensed and light licensed spectrum (collectively referred to as license exempt spectrum). Cognitive methods are used to enable the use of the unlicensed band and / or the secondary use of the unlicensed band. The wireless device may use the license exemption spectrum as a new band in addition to the existing band for transmission to a wireless transmit / receive unit (WTRU) in the downlink direction or to a base station in the uplink direction. The wireless device may access the grant exemption spectrum for bandwidth aggregation or relay using a carrier aggregation framework. In particular, the primary component carriers operating in the licensed band are used for control and connection establishment, and the secondary component carriers operating in the licensed exempt band are used for bandwidth extension.
