A method and apparatus for performing Selective Internet Protocol (IP) Selective Offload (SIPTO) or Local IP Access (LIPA) is disclosed. The wireless transmit / receive unit (WTRU) receives a broadcast message from the Node-B. The WTRU then receives a message from the Node-B for which the SIPTO service or lLIPA service is available for that WTRU. The WTRU then communicates using a SIPTO or LIPA service. Also disclosed is a method and apparatus for receiving a paging message for a SIPTO or LIPA service. The paging message includes an indicator indicating that the message is for SIPTO or LIPA communication. The indicator may be specifically a temporary mobile subscriber identity (TMSI) assigned by the network for SIPTO or LIPA communication. In addition, the indicator may be a single bit designated to indicate that the paging message is for SIPTO or LIPA traffic.
