A method and apparatus are disclosed for determining a physical uplink power level for transmission on a physical uplink channel. In one embodiment, a random access channel (RACH) uplink message is sent. The RACH uplink message includes a RACH message power level and / or downlink path loss figure. A downlink message is received that includes the power offset value. The physical uplink power level for transmission on the physical uplink channel is set based on the power offset value. In another embodiment, a RACH uplink message is sent and a downlink message containing a relative power offset value is received. Then, a physical uplink power level for transmission on the physical uplink channel is set based on the relative power offset value.
