PROBLEM TO BE SOLVED: To provide a method and a device of determining the transmission power level of a physical uplink on a physical uplink channel.

SOLUTION: An RACH uplink message is transmitted. The RACH uplink message includes the power level of an RACH message and/or the path loss index of a downlink. A downlink message including the offset value of power is received. Based on the offset value of power the power level of a physical uplink for transmission on the physical uplink channel is set. In another embodiment an RACH uplink message is transmitted and a downlink message including the offset value of relative power is received. Based on the offset value of relative power the power level of a physical uplink for transmission on the physical uplink channel is set thereafter.
