A method of allocating a tracking area (TA) is disclosed. The mobility state of the wireless transmit / receive unit (WTRU) is determined, and the TA is assigned based on the determined mobility state. Also disclosed is a method of accessing a closed subscriber group (CSG) TA. The CSG TA identifier is received and stored at the WTRU. The broadcasted CSG TA is received, and when the identifier of the broadcasted CSG TA matches the stored CSG TA identifier, the broadcasted CSG TA is accessed. A method for changing the mobility state of a WTRU is also disclosed. The current mobility state of the WTRU is determined, and the predetermined metric of the WTRU is checked. The predetermined metric is evaluated to determine whether the metric exceeds the threshold, and the mobility state is changed based on the evaluated metric.
