A method and apparatus are described for providing a non-packet switched service in a target radio access technology (RAT) network. The circuit switched (CS) service notification message is received by a wireless transmit / receive unit (WTRU). If a valid Temporary Mobile Subscriber Identification Number (TMSI) is assigned to the WTRU, a paging response message containing a valid TMSI is sent after an intersystem change from the source RAT network to the target RAT network. The CS service notification message is for terminating the CS call request. The source RAT network may be an LTE network and the target RAT network may be a third generation partnership project (3GPP) network. Alternatively, if a valid TSMI is not assigned to the WTRU, a paging response message containing an IMSI identifying the WTRU is sent after the intersystem change has been performed.
