A method and apparatus for providing a service without packet switching to a target radio access technology (RAT) network are described. A wireless transmission / reception unit (WTRU) receives a switched circuit service notification (CS) message. If the WTRU has been assigned a valid mobile subscriber temporary identity (TMSI), a search response message is transmitted, which includes the valid TMSI, after a change between systems is carried out, from a network from source RAT to a target RAT network. The CS service notification message is to terminate a CS call request. The source RAT network can be a long-term evolution network (LTE) and the RAT target network can be a Third Generation Society Project (3GPP) network. Alternatively, if the WTRU has not been assigned a valid TMSI, a search response message is transmitted that includes an international mobile subscriber identity (IMSI), which identifies the WTRU after the exchange between systems.
