A method, system, and apparatus for distributing a group of user equipments (UEs) concentrated on a single channel is disclosed. After receiving the distribution command, the UE selects a channel and then selects a cell. Channel selection may be performed using a random or pseudo random function. Cell selection may be performed prior to camping on the cell. Prior to camping, UEs may test the acceptability of the candidate cell and / or perform cell reselection.
