The present invention relates to an apparatus and method for retransmitting data having an error in a data transmission apparatus of a mobile communication system. The transmitting subcode generator generates S subcodes Ci (i = 0,1,2, ..., S-1) from the physical layer packet information sequence using the semi-complementary turbo code. The mobile communication system transmits the first sub-code C 0 of the S sub-codes to transmit the sub-codes Ci, and whenever the re-transmission requests occur in response to the initial transmission or the previous re-transmission, Sub-codes after the first sub-code C 0 of the codes are sequentially transmitted. If a retransmission request occurs in response to the transmission of the last subcode C S-1 of the S subcodes, the first subcode C 0 is transmitted, and thereafter, the first subcode C whenever the retransmission requests occur. Subcodes after 0 are transmitted sequentially.
