An apparatus and method for retransmitting data in which an error is detected in a mobile communication system. The transmitter generates S sub-codes C i (i = 0, 1, 2,..., S−1) from the physical layer packet information sequence using the quasi-complementary turbo code, and generates the first sub-code C 0 is transmitted initially, and every time a retransmission request is received in response to the initial transmission or the previous retransmission, sub-codes after the first sub-code C 0 are sequentially transmitted. If the retransmission request in response is received to the transmission of the last sub-code C S-1, the transmitter transmits the first sub-code C 0, then the retransmission request is received sequentially transmitting subsequent sub-code of the first sub-code C 0 every time.
