PROBLEM TO BE SOLVED: To provide an integrated circuit which establishes an individual channel between a radio communication terminal device and a base station device in a short time.

SOLUTION: In a step ST320 an RACH subchannel allocation section 211 assigns transmission packets inputted from a copy section 202 at random to arbitrary subcarriers by arbitrary time slots of RACH. In a step ST330 an allocation section 210 determines whether overlapping is generated in the allocation result by the RACH subchannel allocation section 211 or not. When the allocation section 210 has determined that the overlapping is generated in the allocation result the allocation section 210 causes either one of the RACH sub channel allocation sections 211 which have generated the duplication to make allocation in the step ST320 again. Meanwhile when it is determined that the overlapping is not generated in the allocation result a step ST340 is performed.
