Disclosed is a technique for supporting HNB (home NodeB) mobility and virtual active set management in soft handover support. The source HNB may determine to initiate relocation of a wireless transmit / receive unit (WTRU) from the source HNB to the target HNB, and initiates access control for the WTRU via the target HNB. It can be determined whether the WTRU is allowed to receive the provided service. The source HNB sends an access control query to either the core network (CN) or the HNB gateway (HNB-GW) to confirm that the WTRU is allowed to receive services provided via the target HNB.
