A polling method disclosed in an embodiment of the present invention includes: a mobile terminal receives a polling request about the downlink data receiving state sent by the network device where the polling request carries control information on the start location and reporting mode of the downlink data receiving state reported by the mobile terminal; and the mobile terminal reports the receiving state of the part required by the polling request to the network device according to the reporting mode required by the network device. A polling system mobile terminal and network device are disclosed herein. In the embodiments the network device may control the mobile terminal to report through a PAN message; meanwhile another option is reserved namely the mobile terminal may report the downlink data receiving state through a packet data downlink ACK/NACK message that carries an NPB. Therefore compared to the techniques known in the art the technical solution disclosed by the embodiments of the present invention works properly in the case of both great windows and small windows and provides higher flexibility and higher efficiency in utilizing the radio interface.
