In order to appropriately control communication using a plurality of cells including a cell to which a different set of parameters from the existing LTE system is applied, in a user terminal that communicates using a plurality of cells including a first cell and a second cell, there are provided: a reception unit that receives, from the first cell, information on synchronization between the first cell and the second cell and/or information on a synchronization signal block structure in the second cell; and a control unit controlling a connection operation to the second cell based on the information on the synchronization and/or the information on the synchronization signal block structure.
