A communication session is established using radio resource control (RRC) messages between the UE and the eNB to identify a preference for QoS configuration for handling traffic provided to the UE by the eNB. The QoS for traffic provided by the eNB to the UE is managed by the eNB based on the identified preference for QoS configuration for handling traffic provided to the UE.
