Disclosed are a method user equipment base station and system for receiving and sending a random access response. The method includes: after sending to the network side a specific random access preamble detecting control signalling masked by a pre-acquired specific identifier according to the specific identifier on a physical downlink control channel; wherein the specific identifier is a temporary identifier configured for user equipment by the network side and used specifically by the user equipment; and the control signalling includes: information about a physical downlink shared channel which sends a random access response and information required for decoding the random access response; and receiving the random access response on a corresponding physical downlink shared channel according to the control signalling. The embodiments of the present invention reduce the complexity of receiving random access responses when user equipment is performing a non-contention based random access procedure.
