The invention claims an uplink power control method used for realizing the power control process provided with uplink channel of different uplink transmission times to the terminal device not more than the maximum emission power which is the total transmit power of the first sub-frame so as to ensure that the system can work normally. the method comprises: the terminal device determines the target transmission power of each uplink channel/signal transmitted in the current uplink sub-frame. the terminal device sends the uplink channel/transmission time in the current uplink sub-frame signal into several transmission time period wherein each transmit uplink channel/signal contained in any time period in the same and included in each transmission time period of uplink channel/signal included in the other transmission time of uplink channel/signal is not same completely; said terminal device in said each transmission time period performing the power control for the target transmission power of the uplink channel/signal there is transmission in the transmission time period the maximum transmit power and the transmit power of the uplink channel/signal to satisfy power control transmitted in the transmission time does not exceed the preset of terminal device. The invention also discloses a device for realizing the method.
