The invention claims a transmission method a base station and a communication system applied to the field of communication. The method comprises the following steps: determining to execute semi-continuous dispatch on data of user equipment; setting a value of first information for the user equipment so that the user equipment can determine a circulating displacement value of the reference signal frequency of the user equipment in terms of the value of the first information; and obtaining a reference signal sequence of the user equipment executing channel estimation in terms of the reference signal sequence of the user equipment and demodulating the data information of the user equipment in terms of the channel coefficient obtained via the channel estimation. When the uplink data transmission by using the semi-continuous dispatch form is executed different user equipment can execute data transmission on the same time frequency resource; the frequency spectrum utilization efficiency is improved.
