The invention provides a method for sending an uplink resource scheduling request by user equipment in an LTE (Long Term Evolution) mobile communication system and the user equipment and particularly relates to a technology for sending the uplink resource scheduling request by the user equipment in an LTE system and aiming at shortening the time delay of the data transmission of users belonging to a mobile communication technology. When the embodiment of the invention sets the minimums of alternative items of the parameters of SR (Scheduling Request) transmission cycle configuration to 2ms or 1ms that is to say the invention increases the alternative items of the parameters of the SR transmission cycle configuration by 2ms or 1ms or can also increase by 2ms and 1ms thereby enhancing the flexibility of the integral system on the SR transmission cycle configuration; and in addition the invention can reduce the time delay of the data transmission of the users by utilizing the SR transmission cycle configuration of 2ms or 1ms when the data time delay has lower requirements and close to the requirements for 10ms delay as much as possible.
