The embodiment of the invention claims a resource scheduling method a NodeB and a communication system wherein the resource scheduling method comprises the following steps: when it needs to transmit a real-time service if it is judged that it needs to reserve processes for the real-time service determining the reserved processes for the uplink semi-persistent scheduling; sending a notification message to a piece of user equipment UE the notification message carries the relevant information of the reserved processes; indicating the user equipment UE to transmit data packets on an uplink subframe corresponding to the reserved processes. According to the resource scheduling method provided in the invention the signalling transmission is reduced the signalling cost is decreased; by reserving multiple processes for uplink semi-persistent scheduling to perform service transmission the confliction problem existing in the semi-persistent scheduling of the existing technology can be solved perfectly thereby increasing the system performance greatly and improving the user service experience.
