A method a base station and a communication system are provided in the embodiments of the invention. The method for resource scheduling includes the following steps: when real time service needs to be transmitted and if it is judged that there is a need to reserve process for the real time service the reserved process is determined for uplink semi-persistent scheduling; a notice message is transmitted to a user equipment (UE) and the notice message carries the relevant information of the reserved process; the UE is denoted to transmit data packets in uplink sub-frame corresponding to the reserved process. The method for resource scheduling provided in the embodiment of the invention can decrease signaling transmission and reduce signaling overhead; by reserving multiple processes for semi-persistent scheduling to transmit service the collision problem in uplink semi-persistent scheduling in prior art can be solved very well the performance of the system can be greatly improved and the user experience of the service can be improved.
