This invention claims a message routing method and system based on IP transmission IP message or traditional information routing entity transmits the information that is failed to send by ending message to HSS/HLR to make HSS/HLR to know that the ending information is failed to send in some network area so when HSS/HLR obtains that the ending message is failed to send in some network area HSS/HLR transmits available routing information to IP message gateway or traditional message routing entity in the following-up ending message routing process of called user so as to avoid useless routing process; when the HSS/HLR obtains that the ending message is failed to send in each network area and detects that status of the called user has changed in some network area it can trigger the ending flow of the message in time to make the ending message to be sent to said called user as soon as possible; so as to reduce the message sending time delay and improve the service quality of the message business and the message routing efficiency.
