The invention claims a message routing method and system based on IP transmission IP message gateway or traditional message routing entity by the ending message sending failure information to the HSS/HLR. to make HSS/HLR to know that the ending message is failed to send in some network area so when HSS/HLR obtains that the ending message is failed to send in some network area HSS/HLR to the called user the subsequent ending message routing process. The available routing information to IP message gateway or traditional message routing entity the routing process of useless when HSS/HLR obtains that the ending message in each network domain is not successfully sent and detecting that the called user state in a certain network domain is changed it can trigger the ending flow of the message ending message to be transmitted to the called user at the first time so as to reduce the message sending time delay and improve the service quality of the message service. the message routing efficiency is improved.
