Abstract
An apparatus and method for performing cell selection to a Home cell or a Private network in a mobile communication system are provided in which a User Equipment (UE) determines a candidate cell by measuring a serving cell and neighbor cells receives an indicator indicating a Home cell or a Private network in system information from the candidate cell determines whether the candidate cell is included in a Home cell or Private network list set in the UE and selects the candidate cell if the candidate cell is included in the Home cell or Private network list.

Claim
1. A method for performing cell selection to a closed subscriber group (CSG) cell by a user equipment (UE) in a mobile communication system, comprising:receiving, by the UE, information about a neighbor cell list and information about the CSG cell, from a serving cell;performing, by the UE, measurement for at least one neighbor cell based on the information about the neighbor cell list;determining, by the UE, a candidate cell based on the measurement;receiving an indicator indicating information related to the CSG cell, and a CSG IDentification (ID), from the candidate cell; and selecting, by the UE, the candidate cell if the indicator indicates that the UE is accessible to the CSG cell, and the CSG ID is included in a CSG list.
2. The method of claim 1, wherein the neighbor cell list further comprises at least one offset value corresponding to at least one neighboring cell, the offset value being used for determining the candidate cell based on the measurement.
3. The method of claim 2, further comprising extracting the neighbor cell from the neighbor cell list, based on the offset value.
4. The method of claim 3, wherein a priority level of the extracted neighbor cell is decreased if the extracted neighbor cell is not included in the CSG list.
5. The method of claim 3, further comprising determining whether the CSG ID of the extracted neighbor cell is included in the CSG list.
6. The method of any one of claims 1 to 5, further comprising receiving Public Land Mobile Network (PLMN) information from the candidate cell.
7. The method of claim 6, further comprising selecting the candidate cell, if the candidate cell belongs to a registered or selected PLMN.
8. The method of any one of claims 1 to 7, wherein the CSG list is stored in a Universal Subscriber Identity Module (USIM) of the UE.
9. The method of any one of claims 1 to 3, wherein the indicator indicates that the UE is accessible to the CSG cell, if the CSG ID is included in the CSG list in the UE
10. The method of any one of claims 1 to 3, wherein the CSG list is signaled to the UE from a higher network
11. The method of any one of claims 1 to 3, wherein the CSG ID and the indicator indicating the information related to the CSG cell are received in system information from the candidate cell
12. The method of any one of claims 1 to 3, further comprising identifying the candidate cell as a candidate that cannot be selected, if the CSG ID is not included in the CSG list

An apparatus for performing cell selection to a closed subscriber group (CSG) cell by a user equipment (UE) in a mobile communication system, comprising:a receiver which receives information about a neighbor cell list and information about the CSG cell, from a serving cell, and receives an indicator indicating information related to the CSG cell, and a CSG IDentification (ID), from a candidate cell; and a controller which performs measurement for at least one neighbor cell based on the information about the neighbor cell list, determines the candidate cell based on the measurement, and selects the candidate cell if the indicator indicates that the UE is accessible to the CSG cell, and the CSG ID is included in a CSG list
14. The apparatus of claim 13, wherein the neighbor cell list further comprises at least one offset value corresponding to at least one neighboring cell, the offset value being used for determining the candidate cell based on the measurement
15. The apparatus of claim 14, wherein the controller extracts the neighbor cell from the neighbor cell list based on the offset value
16. The apparatus of claim 15, wherein the controller decreases a priority level of the extracted neighbor cell if the extracted neighbor cell is not included in the CSG list
17. The apparatus of claim 15, wherein the controller determines whether the CSG ID of the extracted neighbor cell is included in the CSG list
18. The apparatus of any one of claims 13 to 17, wherein the receiver receives Public Land Mobile Network (PLMN) information from the candidate cell
19. The apparatus of claim 18, wherein the controller selects the candidate cell, if the candidate cell belongs to a registered or selected PLMN.
20. The apparatus of any one of claims 13 to 19, wherein the CSG list is stored in a Universal Subscriber Identity Module (USIM) of the LIE.
21. The apparatus of any one of claims 13 to 15, wherein the indicator indicates that the UE is accessible to the CSG cell, if the CSG ID is included in the CSG list in the UE.
22. The apparatus of any one of claims 13 to 15, wherein the CSG list is signaled to the UE from a higher network.
23. The apparatus of any one of claims 13 to 15, wherein the CSG ID and the indicator indicating the information related to the CSG cell are received in system information from the candidate cell.
24. The apparatus of any one of claims 13 to 15, wherein the controller identifies the candidate cell as a candidate that cannot be selected, if the CSG ID is not included in the CSG list.
25. A method for servicing a closed subscriber group (CSG) cell in a Node B in a mobile communication system, comprising:setting, by the Node B, information about a neighbor cell list and information about the CSG cell, an indicator indicating information related to the CSG cell, and a CSG IDentification (ID) in system information; and broadcasting, by the Node B, the information about the neighbor cell list and information about the CSG cell, the indicator indicating information related to the CSG cell, and the CSG ID in the system information, to a user equipment (UE).
26. The method of claim 25, wherein the neighbor cell list comprises at least one offset value corresponding to at least one neighboring cell, the offset value being used for determining a candidate cell.
27. The method of claim 25 or 26, wherein the indicator indicates that the UE is accessible to the CSG cell, if the CSG ID is included in a CSG list in the UE.
28. The method of claim 27, wherein the CSG list is signaled to the UE from a higher network.
29. An apparatus of a Node B for servicing a closed subscriber group (CSG) cell in a mobile communication system, comprising:a setter which sets information about a neighbor cell list and information about the CSG cell, an indicator indicating information related to the CSG cell, and a CSG IDentification (ID) in system information; and a transceiver which broadcasts the information about the neighbor cell list and information about the CSG cell, the indicator indicating information related to the CSG cell, and the CSG ID in the system information, to a user equipment (UE).
30. The apparatus of claim 29, wherein the neighbor cell list comprises at least one offset value corresponding to at least one neighboring cell, the offset value being used for determining a candidate cell.
31. The apparatus of claim 29 or 30, wherein the indicator indicates that the UE is accessible to the CSG cell, if the CSG ID is included in a CSG list in the UE.
32. The apparatus of claim 31, wherein the CSG list is signaled to the UE from a higher network.
33. A method for performing cell selection to a Closed Subscriber Group (CSG) cell by a User Equipment (UE) in a mobile communication system, comprising:receiving, by the UE, information about a neighbor cell list and information about at least one CSG cell, from a serving cell;performing, by the UE, measurement for at least one neighbor cell based on the information about the neighbor cell list;determining, by the UE, a candidate cell based on the measurement;receiving, by the UE, at least two of Public Land Mobile Network (PLMN) information, an indicator indicating information related to the CSG cell, and a CSG IDentification (ID) from the candidate cell;determining, by the UE, whether the candidate cell belongs to a registered or selected PLMN, based on the PLMN information;determining, by the UE, whether the candidate cell is a CSG cell based on the CSG ID and the indicator indicating information related to the CSG cell; and selecting, for the CSG cell, by the UE, the candidate cell, if the candidate cell belongs to the registered or selected PLMN, the indicator indicates a predetermined value, and the CSG ID of the candidate cell is included in the CSG list.
34. The method of claim 33, further comprising: determining whether the CSG ID is defined based on at least one of a CSG specific ID, a CSG cell specific offset, and the indicator indicating information related to the CSG cell.
35. The method of claim 34, further comprising extracting the neighbor cell from the neighbor cell list, based on a value of the CSG cell specific offset.
36. The method of claim 35, wherein a priority level of the extracted neighbor cell is decreased if the extracted neighbor cell is not included in the CSG list.
37. The method of claim 35, further comprising determining whether the CSG ID of the extracted neighbor cell is included in the CSG list.
38. The method of claim 33, wherein the neighbor cell list comprises at least one offset value corresponding to at least one neighboring cell, the offset value being used for determining the candidate cell based on the measurement.
39. The method of any one of claims 33 to 38, further comprising: determining that the candidate cell is a public cell, if the candidate cell is not a CSG cell.
40. The method of any one of claims 33 to 39, further comprising selecting the candidate cell, if the candidate cell belongs to a registered or selected PLMN.
41. The method of any one of claims 33 to 40, wherein the CSG list is stored in a Universal Subscriber Identity Module (USIM) of the UE.
42. The method of any one of claims 33 to 35, wherein the predetermined value indicates that the UE is accessible to the CSG cell, if the CSG ID is included in the CSG list in the UE.
43. The method of any one of claims 33 to 35, wherein the CSG list is signaled to the UE from a higher network.
44. The method of any one of claims 33 to 35, wherein the CSG ID and the indicator indicating the information related to the CSG cell are received in system information from the candidate cell.
45. The method of any one of claims 33 to 35, further comprising identifying the candidate cell as a candidate that cannot be selected, if the CSG ID is not included in the CSG list.

An apparatus for performing cell selection to a Closed Subscriber Group (CSG) cell by a User Equipment (UE) in a mobile communication system, comprising:a receiver configured to receive information about a neighbor cell list and information about at least one CSG cell, from a serving cell, and at least two of Public Land Mobile Network (PLMN) information, an indicator indicating information related to the CSG cell, and a CSG IDentification (ID) from a candidate cell; and a controller configured to perform measurement for at least one neighbor cell based on the information about the neighbor cell list, determine the candidate cell based on the measurement, and determine whether the candidate cell belongs to a registered or selected PLMN, based on the PLMN information, and whether the candidate cell is a CSG cell based on the CSG ID and the indicator indicating information related to the CSG cell, wherein for the CSG cell, the controller is configured to select the candidate cell, if the candidate cell belongs to the registered or selected PLMN, the indicator indicates a predetermined value, and the CSG ID of the candidate cell is included in the CSG list.
47. The apparatus of claim 46, wherein the controller is further configured to determine whether the CSG ID is defined based on at least one of a CSG specific ID, a CSG cell specific offset, and the indicator indicating information related to the CSG cell.
48. The apparatus of claim 47, wherein the controller extracts the neighbor cell from the neighbor cell list based on the offset value.
49. The apparatus of claim 48, wherein the controller decreases a priority level of the extracted neighbor cell if the extracted neighbor cell is not included in the CSG list.
50. The apparatus of claim 48, wherein the controller determines whether the CSG ID of the extracted neighbor cell is included in the CSG list.
51. The apparatus of claim 46, wherein the neighbor cell list further comprises at least one offset value corresponding to at least one neighboring cell, the offset value being used for determining the candidate cell based on the measurement.
52. The apparatus of any one of claims 46 to 51, wherein the controller is configured to consider the candidate cell to be a public cell, if the candidate cell is not a CSG cell.
53. The apparatus of any one of claims 46 to 52, wherein the controller selects the candidate cell, if the candidate cell belongs to a registered or selected PLMN.
54. The apparatus of any one of claims 46 to 53, wherein the CSG list is stored in a Universal Subscriber Identity Module (USIM) of the UE.
55. The apparatus of any one of claims 46 to 48, wherein the predetermined value indicates that the UE is accessible to the CSG cell, if the CSG ID is included in the CSG list in the UE.
56. The apparatus of any one of claims 46 to 48, wherein the CSG list is signaled to the UE from a higher network.
57. The apparatus of any one of claims 46 to 48, wherein the CSG ID and the indicator indicating the information related to the CSG cell are received in system information from the candidate cell.
58. The apparatus of any one of claims 46 to 48, wherein the controller identifies the candidate cell as a candidate that cannot be selected, if the CSG ID is not included in the CSG list.

A method for servicing a Closed Subscriber Group (CSG) cell in a mobile communication system, comprising: setting, by a current cell, information about a neighbor cell list and information about at least one CSG cell in system information;broadcasting, by the current cell, the information about the neighbor cell list and information about the at least one CSG cell in the system information, to a User Equipment (UE);setting, by the current cell, at least two of Public Land Mobile Network (PLMN) information, an indicator indicating information related to a CSG cell, and a CSG IDentification (ID) for the current cell in the system information; and broadcasting, by the current cell, at least two of the PLMN information, the indicator indicating information related to the CSG cell, and the CSG ID for the current cell in the system information, to the UE.
60. The method of claim 59, wherein the neighbor cell list comprises at least one offset value corresponding to at least one neighboring cell, the offset value being used for determining a candidate cell.
61. The method of claim 59 or 60, wherein if the indicator is a predetermined value, the indicator indicates that the UE is accessible to the CSG cell, if the CSG ID is included in a CSG list in the UE.
62. The method of claim 59, wherein the CSG list is signaled to the UE from a higher network.

An apparatus for servicing a Closed Subscriber Group (CSG) cell in a mobile communication system, comprising:a setter configured to set information about a neighbor cell list, information about at least one CSG cell in system information, and at least two of Public Land Mobile Network (PLMN) information, an indicator indicating information related to a CSG cell, and a CSG IDentification (ID) for a current cell in system information; and a transceiver configured to broadcast the information about the neighbor cell list, information about the at least one CSG cell in the system information, and at least two of the PLMN information, the indicator indicating information related to the CSG cell, and the CSG ID for the current cell in the system information, to a User Equipment (UE).
64. The apparatus of claim 63, wherein the neighbor cell list comprises at least one offset value corresponding to at least one neighboring cell, the offset value being used for determining a candidate cell.
65. The apparatus of claim 63 or 64, wherein if the indicator is a predetermined value, the indicator indicates that the UE is accessible to the CSG cell, if the CSG ID is included in a CSG list in the UE.
